Hillsborough Co./Hospital Bills; requires that hospital in Hillsborough Co. bill insurer or other payor of third-party benefits prior to recording lien; requires that board of county commissioners of said county revise any ordinance adopted under specified chapter, to incorporate amendments made to chapter; repeals provision unless board of county commissioners enacts ordinance authorizing liens to enforce payment for medical care of residents of said county, etc.
