DOT & Public Authorities/Law Suits; (THIS BILL COMBINES H311 & CS/H243) repeals authority for owner controlled insurance plans in DOT; revises language re suits at law & in equity brought by or against DOT re breach of an express provision or an implied covenant of written agreement or written directive issued by department pursuant to written agreement; specifies conditions under which suits may be brought by & against public authority re specified public works projects, etc. Amends FS.
Effective Date: 06/11/1999 except as otherwise provided
