Lake Belt Area; revises description of land included in said Lake Belt Area; provides for local land use jurisdiction & for land use compatibility within Lake Belt Area; requires certain notice of mining activities; imposes mitigation fee on commercial extraction of limerock & sand from Lake Belt Area; provides duties & authority of DOR; provides purpose of fees for wetlands mitigation & specifies uses, etc. Amends 373.4149,.4415, 378.4115; creates 373.41492.
