Health Care Service Programs; establishes exclusive liability of HMOs; provides application; revises award of attorney's fees in civil actions under certain circumstances; specifies additional practices as unfair methods of competition or unfair or deceptive acts or practices; authorizes civil actions against HMOs by certain persons in certain circumstances; provides requirements & procedures; requires advance posting of discovery costs, etc. Amends 440.11, 641.28,.3903,.3917. APPROPRIATION: $112,000.
