Trooper Robert Smith Act; permits court to order pretrial detention under specified circumstances when it finds substantial probability that defendant committed charged crime of DUI manslaughter as defined by provision re DUI, & that defendant poses threat of harm to community; authorizes court to detain defendant at bail hearing without separate hearing or motion for pretrial detention, etc. Amends 903.31, 907.041; reenacts 790.065(2)(c), 943.0585,.059.
