Optical Discs/Markings; provides definitions; requires certain manufacturers of optical discs to mark discs with certain information; provides penalties for failure to comply; prohibits certain activities involving unmarked discs or discs on which mark is altered; provides penalties; prohibits certain activities involving altering such marks; provides penalties.
