Medical Malpractice/Arbitration; revises language re voluntary binding arbitration of medical malpractice claims; provides for effect of offer to submit to voluntary binding arbitration re allegations contained in claimant's notice of intent letter; revises language re arbitration panel & qualifications of arbitrators; revises rate of compensation for medical negligence claims arbitrators; increases certain damage award limits, etc. Amends 766.207,.209.
