Consumer Finance; increases application fee; authorizes Banking & Finance Dept. to adopt rules providing for electronic filing of forms, documents, & fees; requires licensees to notify dept. before relocating business; requires licensee to report bankruptcy filings to dept.; revises methodology by which amount financed is calculated for purposes of required contents of retail installment contracts, etc. Amends FS.
