Children In Need of Services/Shelter; revises requirements for placement of child in staff-secure shelter; revises location of pilot program for physically secure facilities; provides for waiver of right to counsel for child in need of services, under certain circumstances; revises criteria & time limits for placement of child in physically secure facility; provides duties of court & CFS Dept. re review of child's placement, etc. Amends 984.225,.226.
