HIV & AIDS Prevention; creates Minority HIV & AIDS Task Force within Health Dept.; requires task force to develop recommendations on ways to strengthen HIV & AIDS prevention & treatment programs in minority communities; requires Secretary of Health to appoint members of task force; requires that task force include representatives of certain groups & organizations; provides for members to serve without compensation, etc. APPROPRIATION: $500,000.
