Septic Tanks/Suitability of Soils; specifies that, re general sanitary sewer, solid waste, drainage, potable water, & natural groundwater aquifer recharge element, suitability of soils for septic tanks shall be established pursuant to certain provision; specifies authority of DCA re review of plan amendments re said element. Amends 163.3177, 381.0065.
