Property & Services Procurement; requires that Board of Regents & university presidents comply with minority business enterprise program; provides for price preferences in historically underutilized business zones; revises certification criteria for certain minority business enterprises; creates Commission on Small Business & Economic Development composed of Governor & Cabinet; provides for appointment of Minority Business Ombudsman, etc. Amends Chs. 17, 240, 255, 287, 288, 290.
