Fla. Title Loan Act; creates said act; requires licensure by Banking & Finance Dept. to be in business as title loan lender; provides for redemption of repossessed motor vehicle under certain circumstances; provides entitlement to certain excess proceeds of sale or disposal of motor vehicle; provides for title loan charges & interest rates; provides for title loan lenders lien; provides for more restrictive local ordinances, etc. Amends Ch. 538. APPROPRIATION: $500,000.
