Economic Development; specifies programs & funds that Office of Tourism, Trade, & Economic Development is authorized to administer; revises provisions re tax refunds paid from Economic Development Incentive Account; creates Institute on Urban Policy & Commerce at FAMU; provides for establishment of regional urban centers; provides conditions for determining when state of economic emergency exists in community, etc. Amends 14.2015, 288.095,.1045,.106,.107.
