Traffic Educ. & Awareness Programs; authorizes board of county commissioners to require by ordinance that specified amount be withheld from each civil fine & used to fund traffic education & awareness programs; provides for persons at least 16 years of age but under 18 years of age to be eligible to apply for driver's license after meeting certain requirements & holding valid learner's driver's license for at least 6 months, etc. Amends 318.21, 322.05.
