Trust Funds; provides finding that specified trust funds administered by State Board of Administration are exempt from constitutionally mandated termination; modifies purposes for which moneys in Legislative Lobbyist Registration Trust Fund may be used; revises provisions re funding of Department of Banking & Finance Tobacco Settlement Clearing Trust Fund & exemption of funds therein from general revenue service charge, etc. Amends FS.
