Culpable Negligence; provides definitions; specifies offense of culpable negligence causing public financial injury; specifies elements of offense; provides penalties; requires certain notice in certain state contracts; specifies that failure to provide such notice constitutes defense to offense; provides for prosecuting such offenses; specifies conditions under which person cannot be found guilty of such offense; provides applicability.
