State Regulation of Lands; requires Enterprise Florida, Inc., to set aside each fiscal year certain amount of appropriation for Quick Response Training Program for businesses located in brownfield area; provides for bonus refunds for businesses that can demonstrate fixed capital investment in certain mixed use activities in said area; revises reporting requirements under Hazardous Materials Emergency Response & Community Right-to-Know Act, etc. Amends FS.
