Death Penalty/Mentally Retarded; defines term "mental retardation"; prohibits imposition of sentence of death on defendant who suffers from mental retardation if mental retardation is directly related to defendant's conduct at time of crime; provides requirements for raising mental retardation as bar to death sentence; provides for separate proceeding to determine whether defendant suffers from mental retardation, etc. Creates 921.137; amends 921.141,.142.
