HSMV/Exclusionary Rule; provides legislative findings re Driver Licenses Div. of HSMV; provides legislative findings re records maintained by division; provides legislative findings re mission of division & department & re application of exclusionary rule; prohibits exclusion of evidence in certain circumstances; provides that records of HSMV maintained & created by specified provision shall not be considered law enforcement functions. Creates 90.959; amends 322.20.
