Broward Co./Children's Services Act; provides for creation of countywide independent special district to provide children's services throughout Broward Co.; provides for governing board to be known as Children's Service Council of Broward Co.; provides for membership & duties of council; provides financial requirements & budget procedures; provides for authorization of levy of ad valorem taxes not to exceed one-half mill; provides for ballot question & referendum.
