Public Facilities/Sale to Tenants; designates procedure for sale of public property to tenants conducting majority of business in state facility; authorizes Facilities Management Div. of DMS to procure real estate appraisals on state facility & requires division to institute procedure to negotiate sale or privatization of state facility; requires state facility to meet certain criteria.
