St. Augustine Port/Waterway/Beach; codifies St. Augustine Port, Waterway & Beach District's charter; provides for levy of ad val taxes in manner consistent with general law; eliminates provisions for special taxes for paying judgments & debts of district; replaces provisions on borrowing of money & issuance of bonds with power to borrow money & issue bonds as port district pursuant to certain provision, etc.
