Student Govts. & State Universities; defines term "consultation," for purposes of establishing certain student fees; requires certain information to be included in fee proposal; provides for student government at each state university & provides minimum requirements for such governments; repeals certain provision re suspension & removal from office of elected student government officials, etc. Amends 240.235,.295,.531; creates 240.236; repeals 240.136.
