College Fast Start Program; establishes said program; provides procedures for application to participate in program; provides guidelines for program approval & requirements for approved programs; requires advisory council to review proposals & recommend order of priority for funding; provides for funding of program; requires interim report to Fla. Governor's Alliance for Employment of Disabled Citizens, etc. Creates 239.515.
