Baker County Development Commission; provides for codification of special laws re special districts pursuant to specified provisions; provides legislative intent; provides district status & boundaries; authorizes Baker Co. & its incorporated municipalities to contract with Commission; prescribes Commission's powers & duties, including power to issue & validate revenue-anticipation certificates; provides allocation from Baker County's share of tax on racing, etc.
