Insurance Benefits/Medicare/Medicaid; urges Congress to adopt legislation to end practice of denying oldage & survivors insurance benefit payments & Medicare & Medicaid benefits to prisoners & certain other individuals confined at public expense & to provide for payment of such benefits directly to agencies responsible for housing & medical care of such individuals.
