Concealed Handcuff Key Offense; provides definitions; provides that it is third-degree felony for person placed in custody to possess concealed handcuff key; provides that disclosure of such possession to law enforcement officer is defense to charge of unlawfully possessing concealed handcuff key; includes offense of possessing concealed handcuff key on offense severity ranking chart of Criminal Punishment Code. Amends 921.0022; creates 843.021.
