Official Census of Florida; establishes federal decennial census determined by use of modern statistical methods as said census; provides that all acts of Legislature based upon population & all constitutional apportionments & congressional redistrictings shall be based upon such census; provides for effect re prior enacted legislation affecting counties within stated population bracket; revises provision re construction of statutes, to conform. Amends 11.031, 1.01.
