GENERAL BILL by Laurent
Air Pollution Permits; authorizes citrus juice-processing facilities to comply with specified emissions standards in lieu of obtaining air pollution construction & operating permits under specified provision; provides for emissions trading; requires fees; provides for exceptions; requires submission of law for approval by United States Environmental Protection Agency within specified time limits; authorizes DEP to explore alternative permitting, etc.
