Innovative Transportation Financing; provides for creation of state-funded infrastructure bank within DOT; provides for project eligibility; provides project evaluation criteria; requires loans to be included in dept.'s work program; provides for creation of enhanced transportation program dedicated to funding transportation projects that improve state's economic growth & competitiveness, etc. Creates 339.55,.137; amends 320.072, 14.2015, 288.0656, 339.08; repeals 288.063.
