Trust Fund for Major Gifts; revises matching requirements for receipt of funds from trust fund; provides matching level for donations received before July 1, 2000; provides separate matching requirements for universities endowing twoplustwo scholarships with community colleges; deletes provision requiring university presidents to list donations from private donors for specific types of donations for 19992000 fiscal year only, etc. Amends 240.2605.
