Rulemaking Authority/Dept. of State; authorizes department to adopt rule for incorporating materials by reference; requires advisory opinions to be submitted in accordance with rules adopted by department; authorizes department to adopt rules for filing & investigation of voter fraud complaints; requires designating number for constitutional amendments to be in accordance with rules adopted by department, etc. Amends 99.061, 101.161,.62, 106.07,.22,.23, 120.54.
