Trust Fund for Major Gifts; rescinds provision that allows Board of Regents to authorize university to encumber state matching portion of challenge grant from funds available under specified provision; provides maximum yearly amount & maximum total amount of matching funds which may be used to match single gift; repeals obsolete provision; requires report to Board of Regents & priority list, etc. Amends 240.2605,.2601.
