Substance Abuse & Mental Health; revises income standard that is basis for sliding fee scale adopted by CFS Dept. for mental health services provided to children & adolescents; provides legislative intent re substance abuse & mental health services; authorizes CFS Dept. to establish indigent psychiatric medication program; requires department to submit report to Legislature which describes compliance of providers with performance outcome standards, etc. Amends Ch. 394, 397.321.
