Court Watch Program; creates "Alliance for Constitutional & Ethical Court Watch Act"; directs Attorney General's Office to assist court watcher's organization; defines term "court watcher"; provides for creation & incorporation of not-for-profit court watchers' organization entitled "Alliance for Constitutional & Ethical Court Watch Program"; provides organization & responsibilities of alliance; provides certain immunity from liability; provides for funding, etc. APPROPRIATION.
