State Procurement/Minority Business; revises provisions re minority business enterprise programs; provides for revoking certification of certain minority businesses under certain circumstances; prohibits agencies from denying contractors, firms or individuals opportunity to compete in public procurement of commodities & services under certain circumstances, etc. Amends Ch. 287, 17.11, 255.102, 288.703.
