Civil Actions/Insurance Companies; provides legislative findings; prohibits certain civil actions against insurers based on insurance code provisions or related rules under certain circumstances; prescribes certain conditions precedent to certain class actions; provides certain defenses in such actions; proscribes awarding attorney's fees under provisions of insurance code in excess of certain limits in certain actions.
