Rulemaking Authority/Dept. of State; authorizes department to adopt rules to administer laws conferring duties upon it & to prescribe rules for filing papers to qualify as candidate for federal, state, county, or district office; provides for ballot initiatives to be numbered in order of filing or certification & as approved by department rule; provides additional duties of Historical Resources Div. re protecting & administering historical resources, etc. Amends FS.
Effective Date: Upon becoming law
