Appropriations Implementing Bill; provides that specified funds are to be allocated based on equity & are not subject to specific provisions; specifies how AHCA shall make payments for Medicaid disproportionate share program for mental health hospitals; provides formula for rural hospital disproportionate share payments; prescribes conditions upon which adjustment in hospital's inpatient per diem rate may be based, etc. Amends FS.
