Medically Essential Electric Utility; requires continuation or restoration of medically essential electric service for certain customers under certain circumstances; requires utilities to explain medically essential certification process to customers; authorizes utilities to disconnect electric service under certain circumstances; requires utilities to monitor medically essential customers & notify such customers of scheduled service interruptions, etc. Creates 366.15.
