CFS Department/Rulemaking Authority; provides rulemaking authority re Medicaid for dept. in addition to that provided for AHCA; provides rulemaking authority re Refugee Assistance Program; provides rulemaking authority re income eligibility standards, temporary cash assistance, required immunizations, & diversion payments under WAGES Program. Amends 409.919,.953, 414.085,.095,.13,.15.
