Prepaid Telephone Calling Cards/Tax; excludes from public service tax charges at retail on prepaid calling cards; provides applicability of amendment to specified provision; reduces amount of sales tax which is imposed on prepaid calling cards; provides that local option sales tax applies to prepaid calling cards. Amends 166.231, 212.05,.054.
