Prepaid Calling Cards/Taxation; excludes from public service tax charges for telecommunications services which are paid for through prepaid calling card; revises definition of term "gross receipts"; reduces amount of sales tax which is imposed on prepaid calling cards; provides that local option sales tax applies to prepaid calling cards. Amends 166.231, 203.01,.012, 212.05,.054.
