Children in Need of Services; amends provision re powers of disposition; amends requirements for placing child in staff-secure shelter; amends judicial circuits included in physically-secure-shelter pilot project; provides for waiver of right to counsel in prescribed circumstances; amends criteria for placement of child in physically secure shelter; provides time limits for placement in said shelter, etc. Amends 984.225,.226.
