Public Cord Blood Tissue Bank; creates said bank as statewide consortium; provides purposes, membership, & duties of consortium; provides duties of AHCA; provides requirements of specified state-funded health care programs; provides exception from provisions of act; requires specified written disclosure by certain health care facilities & providers; specifies that donation under act is voluntary; authorizes consortium to charge fees. APPROPRIATION: $1,950,000.
