Department of Health; requires dept. to include certain assessments, projections, & recommendations in department's strategic plan rather than in state health plan; provides duties of Children's Medical Services Program within dept. re child protection teams; requires dept. to develop immunization registry; requires that registry include all children born in this state; revises requirements for release of certain preliminary test results for HIV, etc. Amends FS.
