Pollution Control; revises reporting requirements under Hazardous Materials Emergency Response & Community Right-to-Know Act; requires Enterprise Florida, Inc., to develop comprehensive marketing strategies for redevelopment of brownfield areas; revises financial incentives which local government may offer in urban infill & redevelopment area which relate to exemption from local option sales surtaxes & waiver of delinquent taxes or fees, etc. Amends FS.
