Brain & Spinal Cord Injuries; modifies duties & responsibilities of Health Dept.; specifies nonassignability of benefits; revises provisions re eligibility for brain & spinal cord injury program; deletes obsolete language re advisory council on said injuries; provides for recovery of third-party payments for services; authorizes trust fund expenditures for matching funds; prohibits certain hearings by dept. re brain & spinal cord injury program, etc. Amends FS.
