Beach Management; revises provisions re permit conditions; provides authority of DEP re beach nourishment for certain coastal construction & excavation; revises declarations of public policy re beach erosion control, restoration, & nourishment; authorizes department to enter into certain cooperative agreements for inlet project management & cost-sharing; deletes provisions re nonexisting erosion control account, etc. Amends Ch. 161.
